how can an operating system be seen as an event driven program ?

Things only happen after the user inputs data maybe?
It doesn't run by it's self and needs various instructions to operate?

Event driven program:
Event-Something happening.
Driven-Controled.
Program-Something designed for an operation in particular.

thus:

When something happens, it is controled by that event, and that tell it to do something in particular.

Of course thats based on standard grade knowlegde, not university.

Computer operating systems are another classic example of event-driven programs on at least two levels. At the lowest level, interrupt handlers act as direct event handlers for hardware events, with the CPU hardware performing the role of the dispatcher. Operating systems also typically act as dispatchers for software processes, passing data and software interrupts to user processes that in many cases are programmed as event handlers themselves.
